Position: Technical Officer - Midwives

Currently, CARE BD seeks potential female candidate forTechnical Officer - Midwives position for its CARE-GSK CHW Initiative project.
Project Summary
To address the health service gap and improve health access for 2.8 million people in all remote 11 sub-districts of Sunamganj, CARE Bangladesh has been implementing a public-private partnership (PPP) through 20% profit reinvestment from GlaxoSmithKline (GSK) since December 2012. Through this CARE-GSK CHW Initiative, CARE Bangladesh along with MOHFW is trying to develop a cadre of Social Entrepreneur for Skilled Health Services. As a part of, 300 sustainable private skilled health providers supported by communities, public health system and LG bodies has developed. The private providers are accredited by Bangladesh Nursing Council with 6 months community skilled birth attendant (CSBA) training and also received some other essential technical training. These social entrepreneurs are continuously train and monitored by Health and FP department. The community support system (CmSS) and Local Government (LG) support them in market development and mobilize local resources to facilitate service to the poor, enforce local health system accountability. To provide overall management, programmatic and coordination support to the CARE-GSK CHW Initiative, the Community Outreach Manager will be assigned in one cluster (5 or 6 Upazila), and he is one of the integral part of the CARE-GSK CHW Initiative.
Position Title, Location & Contract Duration:
Technical Officer - Midwives for CARE-GSK CHW Initiative project (03 Positionsbased at different Upazila of Sunamganj district)
The duration of the proposed contract is up to March 31, 2018.
I.          Job Summary:  
The Technical Officer - Midwives is primarily responsible to establish a technically sound, motivated, and committed, skilled health force in each Upazila through facilitating different activities with the Private-CSBAs. She will work closely with the respective Upazila to provide needful support and guide to MOHFW service provider for developing a system by which Private-CSBA will be appropriately guided, mentored and supported as well. She will engage in developing a technical team in the assigned Upazila (Three or four upazilas) through engaging MOHFW nurse and FWVs. She will closely work with them for assessing their need, facilitate number of technical training and supply requires logistics for preparing them as a resource person. She will engage those resource people in developing capacity of Private-CSBA through conducting refresher training, on the job training and quality assessment etc. In addition, the team will support Private-CSBA in referring patient to the appropriate facilities and also help the referred cases in accessing timely lifesaving services. Technical Officer - Midwives  is also directly work with Private-CSBA for assessing their service quality especially, ANC, delivery care, PNC, ENC, C-IMCI, FP, identification of danger signs and timely refer for comprehensive emergency obstetric care services. Based on the assessment She will develop a capacity building and other appropriate plan for the Private-CSBA. She will Conduct training need assessment for the P-CSBA and organize training/clinical attachment at the upazila/district level hospital. She will accompany the participants of P-CSBA and assist Technical Coordinator-Training to provide support during any residential training. She will prepare project progress report, case studies and other special report & documentation in regular interval and as per requirement of project. She will maintain liaison with ward/upazila level GoB / NGO counterparts and other relevant stakeholders.
II. Responsibilities and Tasks:

Responsibility # 1: To establish a technical team from selective MOHFW service providers at Upazila level to provide Technical Assistance to the Private Community Skilled Birth Attendant (P-CSBA)

  • Facilitate to establish a technical team consist of Medical Officer, nurse, FWV and SACMO 
  • Facilitate a training need assessment for the selected team members for identifying their capacity building needs.
  • Facilitate different activities to develop a comprehensive technical team consisting GOB staffs in assigned upazillas and those teams will guide, mentor and help the PCSBAs during referring of critical mother.
  • Engage the selected team members in the monthly skill lab session to conduct the refresher training for the Private-CSBA.
  • Facilitate the periodic field visit by the team members and ensure on the job training, assessing the service quality and the needs as well.
  • Provide necessary assistance for the strengthening of MNCH referral system.
  • Develop and maintain referral linkage with Government Health system, and mobilize support from Union & Upazila Parishad for improved maternal and child health.
  • Engage in assessing required logistics for P-CSBAs and will communicate with district team for supply them in stipulated time.

Responsibility # 2: Provide Technical Assistance to the Private Community Skilled Birth Attendant (P-CSBA) for maternal and child health care of the underserved community

  • Provide necessary assistance to the P-CSBA to perform ANC, birth preparedness, identification of danger signs, delivery care, PNC, ENC, c-IMCI, Immunization, breast feeding, Family Planning etc.
  • Supervision and monitoring of the performance of P-CSBAs on technical issues.
  • Conduct training follow-up activities for trained Private Community Based Skilled Birth Attendant at their assigned areas.
  • Ensure continuous skill practice of the P-CSBA by using skill lab.
  • Provide necessary assistance for P-CSBAs in the promoting of their regular reporting system on their performance and relevant information.
  • Conduct training need assessment for the P-CSBA and organize training at the upazila/district level.
  • Provide necessary assistance for supportive supervision activities for P-CSBAs and other community health care providers.
  • Organize monthly P-CSBA performance monitoring meeting at union level with CmSS.

Responsibility # 3: Establish Community Surveillance in each of CHW unit and establish effective referral linkage

  • Assist PO and FF to establish Community Surveillance system in each of the P-CSBA unit so that gaps or issues related to access to services can be addressed.
  • Assist P-CSBAs to conduct monthly community surveillance to identify new and current pregnant women, ensure ANC and other services for them by the trained P-CSBAs.
  • Ensure keeping record for total number of monthly referral, types of cases referred, places where referred and outcome.
  • Ensure sharing the surveillance report with the GoB, community and local government members for decision making.
  • Act as referral focal person at district level.
  • Coordinate with all referral facility at district and Upazila level.
  • Strengthen the existing referral linkages between community and different health facilities for the Private Community Based Skilled Birth Attendants.
  • Develop and maintain continuous working relationship between the service providers of GoB facilities and P-CSBAs.

Responsibility # 4: Monitoring progress, prepare progress reports & other activities

  • Prepare and submit CHWs monthly activity report, case studies and other special report as per project plan and needs.
  • Prepare any training related document (Assessment/Follow-up report etc.).
  • Provide on the job training/coaching and mentoring the field staff if required.
  • Provide necessary assistance for logistic/administrative works if needed.
  • Other tasks requested by Project Officer, Project Manager, CDM-Training and Operation, Development Officer, Team Leader and Program Director-Health.

IV. Working Conditions:  
Upazila level based position with extensive travel in union and community level.
V.   Qualification and Experience:  
  • Nursing with midwifery/paramedics with midwifery.
  • At least 3 years experience in the field of community-based maternal, newborn and child health.
  • Experience in working with District, Upazila level government, NGO and private facilities and providers.
  • Experience in CSBA training program will be an asset.
  • Have experience of working in rural community.
  • Excellent verbal and written communication skills.
  • Should have good understanding of MS Office applications.
  • Motor Cycle driving with permanent driving license will be added additional value.
