Job Context:
- The International Rescue Committee (IRC) responds to the world`s worst humanitarian crises and helps people to survive and rebuild their lives. Founded in 1933, the IRC offers lifesaving care and life-changing assistance to refugees forced to flee from war or disaster. More than 671,000 people have crossed the border from Myanmar to Cox`s Bazar, Bangladesh since 25 August, and that number is still growing. The new arrivals arriving in Bangladesh are in urgent need of emergency shelter, food, access to clean water and sanitation, healthcare, protection and mental health support. The crisis is exacerbating, perpetuating and reinforcing already existing sex-based inequality and discrimination against women and girls, with women and girls experiencing increasingly high levels of risk and violence, including sexual violence, exploitation, intimate partner violence and trafficking. Life-saving, quality and age appropriate women-, girl- and survivor-centered support and services are vital. The IRC are initiating an integrated sexual reproductive health and Gender-Based Violence program, enabling women and girls to receive life saving services under one roof.

Job Description / Responsibility:
- The Senior Reproductive Health Manager will support the implementation of the IRC's SRH programs in 19 UNFPA Women's Safe Spaces in the Rohingya Refugee Camp. The Senior RH Manager will ensure the delivery of high quality sexual and reproductive healthcare services while directly managing 4 RH Managers and supporting 19 midwives. She will be responsible for programmatic, operational, financial, and staffing aspects for the health team, as well as representation with key actors in the field including the Ministry of Health, UN agencies and other NGOs.
- MAJOR RESPONSABILITIES
- Oversee the implementation of quality emergency sexual and reproductive health programs and ensure that program goals, objectives, targets and activities are met, as stated in the donor agreed project work plans and log frames.
- Prepare program work plans in coordination with the Health Coordinator.
- Conduct regular monitoring visits to the various project sites, ensuring that projects utilize standardized protocols, policies and guidelines, as outlined by the Ministry of Health and WHO. Identify technical quality and/or other implementation issues, and provide solutions and follow-up to ensure projects are on track to meet goals and are consistent with established best practices.
- Ensure that the health program is implemented in line with the IRC principles: promoting and protecting rights, participation, capacity building, partnership and holistic programming.
- Strictly follow up the medical and operational supply chain system, stock recording, timely ordering for the supplies and accountabilities in relation to the warehousing and using of the supplies including medicines and medical items.
- Promote the culture of learning and documentation so that lessons learned and good practices are documented and shared for institutional memory and learning. Ensure that field experiences are documented and used to advocate on behalf of the communities.
- Assess unmet needs in the health sector with a special focus on Sexual and Reproductive Health and make recommendations for how IRC can better address identified unmet needs, contributing to the IRC's health strategy.
- Work closely with other IRC programs present in the same location, such as Women's Protection and Empowerment, Integrated Community Case Management and integrate program components to the extent possible.
- Work with finance to provide accurate and timely spending plans, cash forecasts, and salary allocations.
- Directly supervise 4 RH managers ensuring regular performance reviews.
- Ensure training and ongoing capacity building opportunities for staff on technical and project management skills.
- Actively develop and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
- Represent The IRC at relevant sector meetings such as health and SRH.
- Oversee the collection and timely reporting of program data and indicators for all health programs in line with IRC's guidelines and according to internal and donor requirements, ensuring timely collection and entry of program data.
- Other duties as assigned by the supervisor to enable and develop IRC programs.
Job Nature: Full-time.
Educational Requirements: Health professional (midwife, medical assistant or doctor) with strong Sexual and reproductive health care background.
Experience Requirements: At least 4 year(s).
Job Requirements:
- At least 4 years of experience in implementing and managing NGO health programs, preferably in complex humanitarian and/or emergency settings.
- Ability and flexibility to understand the cultural and political environment and to work well with the local health representatives.
- Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting
- Demonstrated experience in capacity building and mentoring of national and international staff
- Excellent computer skills in programs such as: MS Word, Excel, Powerpoint
- Must be a team player with excellent interpersonal skills and ability to work under pressure in a stressful environment, displaying patience, compassion and diplomacy.

- WORK ENVIRONMENT: The Senior RH Manager will be based in IRCs office in Cox Bazar, Bangladesh with frequent visits to the field. The Senior RH Manager will be expected to attend relevant sector meetings, actively participate with partner organizations and will manage/work closely with 4 RH Manager and indirectly manage 19 midwives.
- TRAVEL: RH Manager will be required to travel to/from the Women's Safe Space within the Rohingya refugee camp, Ukhia from Cox Bazar.
