Job Context:
  • The Field Officer Health (FOH) is responsible for improving capacity of Service Providers in the community clinics to deliver basic quality health services to patients attending the clinics. The FOH will increase accountability of community, CG, CSG, MOH&FW staff at Union, Upazila and district level in relation to well-functioning of CC. In addition the FOH will assist FF (Field Facilitator) to increase knowledge on MNCH (Maternal Neonatal and Child Health) of the community people in the target area through CG, CSG and Community Volunteers.
  • Field Officer Health (FOH) will be based at the Upazila Health Complex of Rajshahi district and will be responsible to supervise and monitor the Field Facilitator as well as the Community Clinics of the respected Upazila. He will give his assistance to POH at the union Family Welfare Centre (FWC) and at the Upazila Health Complex for the proper implementation of the project activities. FOH will spend approximately 80% time in the field.
Job Description / Responsibility:
  • Provide on the job/hands on training, orientation, coaching to the service providers to deliver basic quality health services to patients attending the clinics.
  • Organise and facilitate in-house training for the service providers to improve quality of services.
  • Assist health service providers in patient/drug management including strengthening referral system.
  • Assist Union and Upazila level health and Family Planning officials for supervision and monitoring of the Community Clinics.
  • Review/develop training, IEC and BCC materials to promote quality health services.
  • Assist FF, CHCP, HA and FWA to form/reform CG and CSG according to the guideline.
  • Assist FF, CHCP to organise meeting of CG and CSG.
  • Motivate concern Union and Upazila Health and Family Planning Officials to attend meeting at CG and CSG.
  • Organise and facilitate training for the CG and CSG following government guidelines.
  • Assist CG, Health Service Providers and UP to establish functional referral system.
  • Assist CG and CSG to create poor funds and its proper utilisation.
  • Facilitate UPs in organising coordination meeting with CCs and monitor plan and progress regularly.
  • Assist CG and Health Service providers to build linkage with GO, NGO, public and private sectors to improve the service of the Community Clinic.
  • Support CG and CSG to prepare plan of operation based on community's need.
  • Assist health service providers, CG, CSG and CHCP to conduct health education session for awareness raising in the communities.
  • Provide training, orientation and hands on skills to the service providers, CG, CSG and CHCP on health and MNCH issues.
  • Maintain liaison with UP, UH&FWC, UHC for better functioning of CC and establish quality referral mechanism.
  • Persuade Union and Upazila level health and Family Planning officials to supervise and monitor Community Clinics.
  • Assist POH to prepare IEC/BCC material, training manuals, poster, and leaflets.
  • Facilitate/co-facilitate training, workshop, meeting and orientation to CG, CSG, CHCP and health service providers to improve skills/knowledge.
  • Documentation of progress, case study, learning, and practices related to the project.
  • Document and prepare periodic and need based reports.
  • Assist FF, CG, HA and FWA in record keeping and prepare reports.
  • Organise health and MNCH related national and international day observation programme and campaign.
  • Attend and facilitate different meetings, workshops/training, and orientation programme.
  • Implementation of the 5S-Kaizen-TQM process at the Union level health facilities and assist POH and FF to implement this process at UHC and CC level respectively.
Job Nature: Full-time.

Educational Requirements:
Medical Assistant/Diploma Nurse/Paramedics. Experience may be relaxed in case of highly qualified persons. Preference goes to the candidate who has working experience with NGOs/development agencies/government in rural areas.
Experience Requirements: At least 5 year(s).

Job Requirements:
  • The Field Officer Health (FOH) shall have five years of working experiences in the field of public health/health care delivery system.
  • Well conversant in operation MS Word, Excel and Power Point.
  • Should be fluent in both writing and speaking in Bangla and English
  • Ability to write report independently
  • Willingness to work in the Upazila level
  • Enthusiastic and positive outlook
  • Valid motor cycle driving license and willingness to frequent field visit.
Job Location: Rajshahi Division.

Salary Range:
  • Tk. 28000 - 31000
  • Basic, House Rent, Conveyance and Medical Allowances
Other Benefits: 2 (basic) festival bonus as per pro rate.
